Talking Points: 

·        Many downtown areas with angled parking are designated for head in parking (front tires toward the curb).  This creates a dangerous situation when a motorcycle must be back into the street.  The rider can be hidden by vehicles parked on either side, which makes it dangerous to back out.

·        The bill allows motorcycles to back into the parking spots, thus making it safer to exit the spot.
