Many downtown areas with angled parking are designated for
head in parking (front tires toward the curb).
This creates a dangerous situation when a motorcycle must be back into
the street. The rider can be hidden by
vehicles parked on either side, which makes it dangerous to back out.

The bill allows motorcycles to back into the parking spots,
thus making it safer to exit the spot.
