The senate introduced bill amends to require adults over 21 the right to choose
to wear a hemlet immediately.
The as passed by senate says they'll do that, but to take effect 4 years later
and in that 4 years a study must be made to investigate the use of helmets using
funds from the safety budget. Additionally, they require the rider to be
insured.
The as passed by house says the same as proposed, but requires insurance with
lesser coverage rates than that of the senate proposal.
